The New AIIM Exam-Based CIP Renewal Process - Take One

Update 3/2: Today is exactly 90 days out from my accurate expiration date. No email about retaking the exam yet.

While it's not stated in so many words, one of the reasons AIIM gave for turning CIP into a certificate program was to make it easier on candidates; I think it's safe to presume that AIIM wants to make it easier on their staff as well. So I decided to compare the old and new processes.

Pre-Feb 10, 2022

Under the old, CEU-based way of renewing, CIPs had to track their renewal dates and CEUs, AIIM and non-AIIM. They could submit these at any time through a web form, and AIIM would also accept them via email if needed. At some point during the renewal period they'd have to pay the fee of $135 for members and $150 for non-members; there was a link provided to the payment page.

As of the last couple of years, the default was the non-member fee, and CIPs would have to ask, and know to ask, AIIM for the discount renewal code. In other words, if you didn't know to do that, you were overpaying to the tune of $15 every 3 years.

The internal AIIM method of tracking CEUs was...well, let's say sub-optimal. This despite at least 3 grabs at the brass ring of having the learning management system track things more or less automatically. So if you weren't tracking your own CEUs, you might have to reach out to ask AIIM for your status.

The New Process Effective Feb 10, 2022

For the new renewal process, you have to take the exam again(!). The standard price of the exam is $299. However, if you want the discounted renewal fee, member or otherwise, you have to wait until AIIM decides you're close enough to renewal to send you a link. I confirmed this today with AIIM staff; no idea what plans if any they have for someone who had previously expired, who misses the email, or whose renewal date is incorrect.

Aside: In trying to take the exam and put it through its paces, I went looking for a link or way to get the renewal rate. After several emails exchanged with AIIM staff, we ended up at, "You’ll have to wait for the recertification email that you’ll receive closer to your renewal date."

AIIM further indicated that their records showed my renewal date as September 2023, meaning I wouldn't get the link for at least another year. The problem is that I last renewed by taking the beta exam in 2019, so my expiration date is May 30, 2022. I have no idea where the 9/2023 date came from. If I look up my transcript in the old learning management system (aiim.org > Education > My Courses), my CIP badge shows a certification date of June 22, 2021, and an expiration date of June 21, 2024, which is actually the date the data was migrated into it. And in the transcript, my CIP status is listed twice, once with a renewal date of May 30, 2022, but no certificate, and once with a renewal date of November 29, 2021 and a certificate. In other words, AIIM has 4 separate renewal dates for me, including one that's expired.

So anyone who is counting on AIIM to have accurate records, you might want to check your date(s)....

Laurence Hart: There Goes AIIM CIP

From the post

The Certified Information Professional (CIP) was an important feature of AIIM. It provided a valid measure of an information professional. It was a valid measure that needed some nurturing to gain market traction. And then last week, AIIM killed it.

I agree pretty much across the board. But read the entire thing. https://wordofpie.com/2022/02/14/there-goes-aiim-cip/

You Can't Put the Proctored Exam Toothpaste Back in the Tube

In this post I explore some of the ramifications to the changes AIIM made to the Certified Information Professional (CIP) program. I know AIIM management was made aware of them, because I made them aware of them before I left. I think this is one more indicator of the disdain in which AIIM holds certifications in general - and their staff subject matter experts as well.

Why Assessments are Proctored

There are a couple of reasons why formal assessments are almost always proctored. The obvious reason is to prevent candidates from cheating. For some assessments, this is more important than others - you don't want your orthopedic surgeon to have cheated on her boards for example, or your lawyer on his bar exam.

An assessment of an individual's skills, abilites, etc. should test those of the test taker, not a friend, a boss, an employee, a family member, etc. So most proctored exams have someone confirm the test taker is the one registered - ID and/or biometrics are common.

The other reason is to safeguard the integrity of the exam overall. Most exam platforms turn off common capabilities that can be used to cheat, such as the ability to switch windows to a search engine or test prep resource.

I wrote a post last year about When Cheating Exam Cheaters Cheat that focused on "brain dumps", those websites that sell candidates "actual exam questions" that ensure they are "garanteed to pass!!!1!" For a rigorously and fairly proctored exam, this generally requires the brain dumper to memorize as many questions and answers as possible and then "dump" them into a document which can be aggregated into an entire exam. This is why most exams randomize the questions and even the answer choices within an individual question.

When Assessments are Compromised

However, if an exam is not proctored properly, or at all, there's nothing stopping anyone from stealing questions and answers by copying and pasting them, taking screenshots, recording videos, whatever they want to do. Once that happens, the exam should be considered to be compromised. That means that for it to be valid in the future, all of the questions need to be thrown out and new questions written. The questions then need to be scored, test form(s) assembled, a cut score determined, etc.

I don't know when AIIM flipped the switch from proctored to unproctored - the registration link on the website appears to have been switched to the unproctored exam purchase link on February 10, the day the announcement was made, though I suspect it happened before that. But at whatever point they did so, the CIP exam was, and is now, compromised. That means that even if they did rescind this irrationally short-sighted decision today, they are 6+ months away from a formal, psychometrically valid certification exam. In other words, just like you can't put toothpaste back in the tube, you can't put a compromised exam back into the exam platform. Laurence Hart had similar thoughts today.

Unqualified Candidates Free to Join the Club, Too

Setting aside the cheating, there's one more issue here. Since the CIP exam is now unlimited attempts, but almost certainly the same questions on every attempt (even if in random order), someone who is not qualified to pass the exam eventually will given enough attempts because eventually they'll remember the questions themselves.

This is not abstract theory - I saw this behavior with dozens of candidates as they took the CIP Practice Exam. In one case, a candidate took the practice exam some 20+ times over the course of a couple of years and was at nearly 100% on the practice exam when he sat for the actual exam. His score on the actual exam was pretty close to the score he got the first time he took the practice exam, because it wasn't the same questions but covered the same ground. Now that he can take the "actual" exam as many times as he wants, that candidate who should be at a 40% or so, and NOT a CIP, will now be able to become one - and maintain it, as long as he's willing to pay the $150 and put in the attempts.

As I mentioned in my last post, CIP as a certificate program will continue to have some value for a little while - after all, it is still letters to put after your name, and ones that other organizations recognized in job postings etc. But AIIM management has deluded themselves into thinking that AIIM's CIPs don't recognize the difference, especially considering how many of them have and maintain other certifications.

Breaking Down the Changes to AIIM's CIP Program

As I previously posted, CIPs received the following email yesterday. In this post, I'm going to break down AIIM's points, line by line, and explain how they demonstrate AIIM's absolute lack of understanding of certifications and why these changes spell the end of the CIP program.

Let me note that I write this "not in anger, but in sorrow". I made the decision to leave AIIM, and I suspected that this would happen based on conversations over the last couple of years where senior management demonstrated how little they understand certifications broadly, the CIP specifically, and how to sell and market them.

I've made no changes to the original text of the AIIM email other than to remove the bullet points because Blogger is a bit wonky about quotes and bullets. So I present and respond, you decide.

“I just love tracking and reporting CEUs,” said no one, ever! That’s why we’re changing the CIP recertification process, effective immediately.

JW: I've heard from three CIPs so far, and had thought myself as well, "I just love taking certification exams," said no one, ever!

Here’s the deal:

We trust you. We know that, if you care enough about the Information Management practice to keep current with your CIP designation, you’ll naturally be engaging in continuing education and networking activities.
JW: Yep. And those who don't, won't. That's why certifications require maintenance.

AIIM has tons of opportunities for you to do just that throughout the year – and we can easily tell when you’ve participated. The old method of reporting your CEUs from any number of activities (including non-AIIM activities) was random and arbitrary at best. We think you have better uses for your time.
JW: I hold half a dozen certifications. It's not that onerous - it takes about the same time as taking the test again. And it's not random and arbitrary, rather, AIIM's former practices reflected the established industry practice that education is education.

While AIIM will no longer require any proof of CEUs, your employer or other organizations might. So, if you are an AIIM+ Pro subscriber, you’ll get real-time CEU tracking for the courses you complete in your courses portal. And, we’re always happy to help you determine the other AIIM activities you’ve participated in throughout the year. (CEU reporting is available upon request for AIIM+ and AIIM+ Pro members).
JW: Update 3/10: I don't see any way to export out this list of CEUs other than copy/paste or screen print. If AIIM's thinking is to have CIPs reach out to AIIM to get an export, this seems unnecessarily cumbersome.

I also signed up for AIIM+ Pro to test it out, and items are currently awarded 1 CEU regardless of length or effort expended, e.g., a 20-min module that I listened to was awarded 1 CEU; so was the AIIM21 session that I literally clicked into and out of the video in under 10 seconds. Even accepting the certificate for completing a learning path was awarded 1 CEU. Arbitrary indeed. If I were another certifying body, I don't see how I could accept AIIM "CEUs" in good faith given that.

Going forward, you will maintain your CIP by retaking the CIP exam at a discounted fee of $150.
JW: Because the thing everyone loves about certifications is taking the exam.

Did we tell you that the CIP exam is no longer proctored? Instead, you’ll have unlimited time to complete the exam and multiple attempts to pass it with a score of 70% or higher. Feel free to have your study and resource materials at hand during the examination period.
JW: So: open book, unlimited tries, not proctored. That doesn't sound very valuable to me. Also, I'll be taking the new "exam" soon to understand what they did. The old passing score of 60% was set mathematically based on actual exam performance. 70% was picked arbitrarily (that word again....). So either they are using one or the other of the exam forms, which were calibrated at 60%, and which are now harder, or they are using the sample exam, which are not really valid questions because they weren't developed and tested by a group of your peers. I wrote them, and while I'm good, I wasn't going the extra length to make them psychometrically valid.

Upon successful completion of your CIP exam, you will automatically receive your official CIP certificate and digital badge. And, we look forward to celebrating your achievement during special events year-round.
JW: The first announcement sent recognizing CIPs will be the first CIP-related email sent in years, so I guess that represents at least one improvement.

Don’t worry about keeping track of your expiration date. A few month’s shy of your 3-year active period, we’ll send you a reminder and link to recertify. Easy peasy. Update 3/10: After another inquiry, AIIM had this in response: "You’ll receive an email with a link within a few weeks of your renewal date to recertify." So is it weeks or months? I guess I'll update this again once I get the official notification.

JW: I don't know where your CIP status will be available through the website, but it isn't currently in the AIIM+ Pro learning portal. It's still available as I type this in the old portal, along with your other transcripts, but I imagine that will go away at some point and AIIM has not answered my specific question last week as to what happens after it does.

In consultation with members of our community and professional training/certification experts,

JW: Who? I'm in the inaugural group of 120+ Certified Credentialing Experts certified by the Institute for Credentialing Excellence, and I have worked on 5 other certifications including vendor certs and all 3 versions of the CIP and I say AIIM has gone off the rails here.

we make these changes to align with modern pervasive learning best practices.

JW: Every single major certification uses a formal assessment - i.e. if there's an exam, it's proctored. Almost every single major certification uses CEUs as an alternative to retesting. If you're reading this, odds are you have at least one certification and you know this. This is just flat-out wrong and again demonstrates the absolute lack of understanding among AIIM senior management as to what a certification is and how it works. Which is unfortunate, because associations with reasonably valid certifications who actually market them make a lot of money off of them and use them to fund other programs. AIIM has never understood this.

We stand by the value and relevancy of the CIP designation and the rigor of the examination process.

JW: As someone who actually knows this stuff, I know that CIP as a certificate, which is what it now is, will retain some value and some relevancy. I don't know how AIIM plans to update it, which means the relevancy will fade quickly (the current CIP will be 3 years old in June). The value will drop precipitously as the number of CIPs does, because as noted, nobody, NOBODY, wants to take a test again.

If AIIM's Board of Directors takes this seriously, I encourage them to do an audit of the current number of CIPs and audit it each month. I predict that not only will there be no growth, but that the number of CIPs will drop by 50% in 2022. It's a shame that AIIM has done this, and it's a shame that they won't understand the decline.

CIPs, if you have any thoughts, I'd love to hear and share them, and happy to do so anonymously. You can reach out to me at jwilkins13@gmail.com.

If you know of a webinar or podcast during this period that is focused on IM, IG, RM, etc. that's not listed, let me know here or at jesse.wilkins@athroconsulting.com

Re: vendor/consultant-led webinars, I know that demos are quite educational, as are customer case studies - but they are generally too narrow (and self-serving) for me to list them. This is irrespective of source; AIIM/ARMA/MER/etc. webinars that are basically sales pitches won't get listed either. MER Sapient-type stuff, or Feith's RMU, are good examples I'm happy to include.

Update: added an ARMA International webinar featuring BoD member Tyrene Bada on 2/17 and a series of interviews Shinydoc is conducting with industry experts over the course of the next couple of months. The main Shinydocs page with the interviews is https://shinydocs.com/enterprise-intelligence/, which is where the individual event links go; you can also see them on their YouTube channel at https://www.youtube.com/playlist?list=PLHemvAiENpQcRaSsGznHVkRlM2MpwMTfA
