Certifications in the Information Management Industry Part 3 - The Information Governance Professional

In the interests of full disclosure, I was the technical architect for the AIIM CIP in 2011 and the program and exam architect in 2016 and 2019. I also served on the scoring committee for the 2022 update to the ARMA IGP. For the other certifications I'm reviewing, my only involvement is as a certified holder of their credential, and, as required, a member of ICRM. 

ARMA International announced that it had begun the development of the Certified Information Governance Professional (IGP) in April 2012. The intent of the IGP was to accredit the strategic experience of information governance professionals in alignment to the Generally Accepted Recordkeeping Principles (now, The Principles). The first group of beta exam takers took the test in spring 2013 and the first IGPs were officially announced in August 2013. 

ARMA began a process to update the exam in 2021, and the updated IGP exam and program were formally released on July 15, 2022.  

Unlike many of the other certifications in the IGIM industry, ARMA has gone through a formal psychometric validation process for both versions of the IGP program. ARMA's exam development process is open in that an open call for volunteers is made for the different tasks required to update the exam.

The IGP Exam

Candidates for the IGP exam are not required to complete any formal or industry educational requirements or document any specific work experience. However, there is a formal application process that includes fields to document education and work experience, and the IGP Handbook notes that a partial refund is available to those who fail to qualify as a candidate. Recommended qualifications are a 4-year degree and a minimum of 3 years work experience in a field relevant to information governance. The application also requires agreement to the IGP Code of Ethics. Candidates are not required to be members of ARMA in order to take the exam or maintain the certification. 

The combined application/exam fee is $599; if a candidate fails to qualify or has extenuating circumstances requiring withdrawal from the exam process, $499 is refunded. 

The IGP exam consists of a single 140-question exam. Exam questions are multiple choice. Candidates have 3 hours (180 minutes) to complete the exam. Candidates are allowed 3 attempts to pass the exam; the second and third attempts are $250 each. After a third failure, candidates must wait 1 year and then must reapply as a new candidate. The exam uses multiple exam forms and randomizes the questions for each candidate. 

The exam is proctored and timed, and available through Pearson VUE testing centers or OnVUE online proctoring. ARMA does not publish the passing score or percentage; candidates are notified of their unofficial pass/fail status on the day of the exam, and these results are confirmed by ARMA within 30 days. 

Maintenance

In order to maintain their designation, IGPs must complete 60 educational contact hours (CEUs) over a 3-year period, broken down as follows: 
15 hours - Information management
4 hours - Information security
4 hours - Privacy
4 hours - Risk management
4 hours - Legal
4 hours - Technology
4 hours - Business
2 hours - Ethics
19 hours - General - anything IG-related or that relates to any of the topics above.  

No more than 18 hours will awarded for any single activity irrespective of its duration. An activity must count for at least 30 minutes or 0.5 CEUs to be awarded credit. IGPs must also pay a $250 renewal fee.

AIIM Solicits Candidates for the CIP v2023 Beta Exam

AIIM has announced it is soliciting candidates to take the updated CIP beta exam. The exam was completely rewritten this year after AIIM's decision last year to make it unproctored. The topics covered are largely the same, though there are some nuances here and there. 

The ideal candidate is someone with 5 years of experience in at least one domain of the CIP exam. If you are already a CIP, AIIM has requested that you not take the beta exam as it will tend to skew the results and make the exam harder than it is intended to be. But if you work with someone who meets the criteria, please have them sign up! 

I don't know whether the CIP Study Guide will have been updated by the time the beta launches, but the old (v2019) one still covers probably 85-90% of the exam. 

Candidates will receive a 50% discount to the full cost of the exam, or $175. The beta exam will be proctored; I believe it will only be available online. 

Candidates who pass the beta exam will receive the same certification as a CIP who has taken the final exam. The only difference is that candidates won't know they've passed for 4-6 weeks while AIIM determines the passing score and grades the exams according to that score.

AIIM Accepting Applications for the Board of Directors

AIIM has announced that it is soliciting Directors at Large to serve on the AIIM International Board of Directors for a three-year term starting January 1, 2024. Key qualifications: 

  • Ability to think strategically and make sound plans for the Association
  • Ability to attend Board Meetings, some of which are in-person
  • AIIM Professional (AIIM+ / AIIM+ Pro) member in good standing

AIIM Opens Call for Speakers for AIIM24

AIIM has opened a call for speakers for AIIM24, scheduled for April 3-5, 2024 in San Antonio, TX. The call doesn't seem to have any limitations on who can apply, though in the past solution providers had been required to be sponsors in order to get a speaking slot.

I'm Available to Speak at Your Meeting - August 2023 Update

By way of background, I've been speaking on information management-related topics since around 2000. I've been privileged to speak at AIIM 2003 - 2023, about a dozen ARMA conferences, a number of MER conferences between 2010 and 2023, and more than 400 other events since 2003. I've also delivered a number of keynote sessions at conferences, user group meetings, and solution provider events.

Here are some topics that I'm very comfortable doing - I speak on them regularly, albeit with different nuances for different audiences. Delivery

Many organizations are moving back to in-person meetings, or at least hybrid ones. I am quite comfortable doing in-person events, but you or your organization might not be. That's OK; I've been doing live remote events since 2004. For remote, I have access to Zoom, Slack, Teams, Webex, Google, etc. and if you have a different platform I'll figure it out. 

For in-person events, whatever venue you use, I can make work; I've spoken in auditoriums, conference rooms, bars, a bowling alley, and even Fenway Park and the Boston Zoo. 

Fees and Scheduling

As has been the case for a few years now, I am waiving any speaking fees for local or regional events for non-profits like ARMA and AIIM chapters. For in-person events, even chapter meetings, I do need to recoup travel costs, but I'm a pretty cheap date. Solution providers and end user organizations? I'm available to speak at your events as well, but I do charge a fee and travel costs, with the fee based on the location, duration, and topic.

ARMA and RIMPA Global Announce Global Information Consortium

At the ARMA Canada Information Conference this week, ARMA and RIMPA Global announced the formal launch of the Global Information Consortium. RIMPA had previously announced this in April

RIMPA's announcement from this week on their website is scanty; ARMA doesn't have anything on their website at all. And the GIC web page is bare bones as well. As more information becomes available, I'll post it here, but for now, there's something going on but there's very little detail as to what it actually is. 


IGIM Industry Associations Playing Nicely - Or Are They?

Over the last year or so, I've seen a lot more cooperation between the various IGIM industry associations I'm a member of. In some cases it's been formal partnerships, such as the one between ARMA and RIMPA. In other cases, it's more of a "let's play nicely together", as was the case with the certification panel I moderated at AIIM23 and the keynote panel I moderated at ARMA Canada 2023. 

At ARMA Canada 2023 this week, ARMA and RIMPA announced a broader initiative called the Global Information Consortium. RIMPA had previously announced this in April, but it likely didn't get much notice or traction on this side of the pond. And I'm still not sure what this means, as the website is just a landing page and signup page with no information about members, how to get involved, etc. I don't believe AIIM is a participant, at least not yet. 

But the point of this post is events. Over the last few years, the vendor-neutral IGIM calendar in North America has looked something like this: 

  • February: InfoAdvocates InfoGov Day, online
  • March: InfoGovWorld Media, Information Governance Summit, San Diego, CA
  • April: AIIM, various locations
  • May: MER, Chicago with one exception
  • June/July: ARMA Canada, various locations
  • September/October: InfoGovWorld Media, InfoGovWorld, virtual
  • October: ARMA InfoCon, various locations
But the next 12 months will see significant shakeups. AIIM has created a new event, the Solutions Showcase and Strategy Summit, scheduled for October 3-4 in Tampa, FL. This is the same dates as InfoGovWorld, which is now an in-person event, and only a few days before ARMA InfoCon 2023. ARMA has taken over the former MER conference, now rebranded as InfoNext, and perhaps in response, has decided to hold it April 8-10, 2024 in Palm Springs, CA, the week after AIIM24 in San Antonio. 

In both cases, these events are green field - that is, AIIM could have held the SS&SS anywhere and any time. And since MER InfoNext is rebranding and moving, same same. But in both cases management decided to hold their events in close proximity to established and already scheduled events. 

So my question to both AIIM and ARMA is - why? Why would you intentionally schedule on top of another event? And please don't insult our intelligence by saying that those were the only dates available. You have the entire country, and almost any week, to hold your events. This cannot be other than an intentional bid to make those of us in the industry choose between them. You may find that their event is preferable to yours.... And in the case of ARMA InfoNext, it's unlikely that most prospective attendees would be able to get the money and time out of the office to go to both AIIM and InfoNext. But maybe there's less overlap than I think, though speakers and vendors may disagree.  

Since InfoCon was scheduled a year ago, I'm already signed up to do a precon workshop and a panel there, so AIIM doesn't get my rego or presence for their fall event. Similarly, since AIIM24 was scheduled at least a year ago, ARMA InfoNext probably doesn't get my rego or presence for their event, though as a consultant I have slightly more flexibility than most.

I'd love to get some insight from AIIM and ARMA as to their thought process, but I won't hold my breath. Likewise, I'd love more information on what exactly the GIC entails, but likewise. Whenever they get around to providing additional details, I'll post them here.

Certifications in the Information Management Industry Part 2 - The Certified Records Manager and Certified Records Analyst

In the interests of full disclosure, I was the technical architect for the AIIM CIP in 2011 and the program and exam architect in 2016 and 2019. I also served on the scoring committee for the 2022 update to the ARMA IGP. For the others listed, my only involvement is as a certified holder of their credential, and, as required, a member of ICRM. 

The Institute of Certified Records Managers (ICRM), and its flagship certification, the Certified Records Manager (CRM), were the first certifying body and certification in the field of records management. The ICRM was established in January 1975, and while the first certification exam was delivered in 1974, the first CRMs were not granted certification until March 1975. These first CRMs were awarded by review, rather than through a formal certification exam. 

Other key dates: 

  • 1990 - the ICRM established the CRM/Nuclear Specialist (CRM/NS).
  • 2016 - the CRA was established.
  • 2017 - the CRM/Federal Specialist (CRM/FED) was established. 
  • 2020 - the CRM/CIGO was established.

The CRM and CRA Exams

Candidates for the CRM are required to document at least one year of professional work experience in records management and have completed a bachelor degree in any subject. Each year less of education requires documentation of an additional year of professional work experience. Eligibility for the CRA is the same. 

Candidates must pay a $100 nonrefundable application fee. 

The CRM consists of six exams. Parts 1-5 are multiple-choice exams, consisting of 100 questions each:

  • Part 1: Management Principles and the Records and Information Management Program
  • Part 2: Records and Information Creation and Use 
  • Part 3: Records Storage, Retrieval, Conversion, and Facilities
  • Part 4: Records Identification, Protection, Retention, and Disposition
  • Part 5: Technology

A candidate must pass all five parts in order to take Part 6, Business Cases. Part 6 consists of two essay questions in the form of case studies. Passing Part 6 awards the CRM designation. The exam is proctored and timed, and available only through online virtual proctoring via the Examity platform. 

Candidates have five years to complete a certification. Candidates who complete Parts 2, 3, and 4 are awarded the CRA designation and the five-year requirement to complete the CRM is waived. 

The cost for Parts 1-5 is $100 per exam. The cost for Part 6 is $150. 

Special Designations

CRMs can also take up to three additional special designations: 

  • CRM/NS - Nuclear Information Specialist. From the ICRM website
    • CRMs or CRAs with four years of nuclear industry experience and who are members of NIRMA are eligible to take the Nuclear Information Specialist exam. The exam consists of 100 questions. 
  • CRM/FED - Federal Specialist. From the ICRM website
    • The CRM/Federal Specialist was developed for CRMs whose field of professional practice involves RIM programs of the U.S. Government, whether as a Federal government employee, uniformed military, vendor, consultant, or contractor. The Federal Specialist exam includes 100 questions over a variety of federal government related areas. Candidates must document four years of Federal records management experience. 
  • CRM/CIGO - This is a joint certification with the Certified Information Governance Officers Association (CIGOA). CRMs who pass the CIGO exam receive the CRM/CIGO designation, and all continuing education requirements are managed by the ICRM. Update 12/5/2023: As of sometime in September 2023, the partnership between the ICRM and CIGOA has been dissolved. Not sure what this means for the former CRM/CIGOs in terms of CIGO renewal in particular - more information to come. 

The CRM and CRA exams are developed through an open process, meaning that an open call for volunteers is made and volunteers can sign up to write exam questions. The exams have not gone through a psychometric validation process for some time. The exams use an item bank and randomization within each exam. 

Maintenance

In order to maintain their designation, CRMs and CRAs must complete 100 hours of certification maintenance points (CMPs) over a five year period. The certification period starts January 1 or July 1 immediately following the awarding of the CRM or CRA designation. 

CRM/CIGOs are required to complete an additional 20 hours of CMPs over the same period, or a total of 120, to fulfill the CIGO maintenance requirements. Update 12/5/2023: This is no longer valid. 

Uniquely, CRMs and CRAs are also required to maintain membership in the ICRM; as of this writing, membership is $200 a year. CRM/NS are also required to maintain membership in NIRMA, which is $325 a year.

CRM and CRA in a Nutshell

  • Exam cost: $100 application fee, $100 each for Parts 1-5, $150 for Part 6. Total cost: $750
    • CRA: $100 application fee + $100 each for Parts 2-4. Total cost: $400
  • Experiential requirement: Yes
  • Formal educational requirement: No, but can offset experiential requirements
  • Training requirement: No 
  • Proctored and timed exam? Yes
  • Valid exam? No
  • Exam developed through open process? Yes 
  • Code of ethics: Yes
  • Renewal requirements: Yes, 100 CMPs over 5 years and $200/year annual membership
  • Accredited: No

IAPP Announces Beta Exam Opportunities

The International Association of Privacy Professionals (IAPP) has announced the availability of updated beta exams for a limited time. The CIPP/US, CIPP/E, CIPT, and CIPM have all been updated and are about to enter beta testing. Candidates can sign up for the exams for $275, which is up to 50% off the normal exam cost. Registration is currently open for all four beta exams. 

Here are the windows to take the respective exams: 

  • CIPP/E and CIPM: July 24 - August 5, 2023
  • CIPP/US and CIPT: August 7 - 19, 2023
